The Illinois Comprehensive Health Insurance Plan (CHIP) is a state health insurance program that provides coverage for eligible Illinois residents who are unable to purchase health
insurance privately because of a health condition or disability. Within its available resources, CHIP provides insurance coverage for as many qualified persons as possible. Premiums paid by enrolled persons cover
administrative expenses and a significant portion of medical claims. Deficits for medical claims incurred by CHIP are funded by an annual appropriation from the state's General Revenue Fund. Since implementation of
the plan in May 1989, CHIP has been able to provide health insurance to thousands of uninsurable persons in Illinois.

CHIP is not an insurance company. It is subject to its own enabling Act, and is neither an entitlement nor a welfare program. You must be eligible for this
limited state program and CHIP must determine that it has room for you in the program before you can enroll.
